Is Senator Baucus just blabbing or is this his plan to undermine the legislation? Remember all the arguing over 'mandate, yes!' 'mandate, no!' in the Dem primaries? Baucus just said, 'mandate, yes!' and put a big fat price tag on it. That should encourage that half of Dems who were in the 'mandate, no!' camp.

Somebody (I forget who) compared Obama to a football coach who decided to sit on the bench and invite his team to call the plays themselves. It fits.
