They would probably have to factor the credit like people do with tax refunds now (they give you cash to buy the insurance in exchange for your tax credit to be received later, and charge 233% interest for the privilege).

Right, a guy who takes home 500/wk is gonna buy health insurance for himself and wait for a tax credit the next year. He won't even pay that much in taxes! Especially if he has a family.

It's a tax credit, not a deduction. That means the money can be paid out in advance of the purchase.
