They are obvious extremes. Other than 0% and 100%. I didn't say the figures were exact. Just extremes.

But is it enough to offset the revenue decrease? Granted, the budget could be cut to offset the revenue decrease, but the few times that has been done, the growth in economic activity has been less than stellar. But, don't take my word. Ask Bernanke.
