Yes, of course we could. If it happened slowly enough, and with enough technological and economic advancement before then (and with the political will for greater freedom), than we could have a world population of 200bill and have more freedom.

But its looking like we won't even get 20 billion.

As for files and observation, that's a privacy concern not one of freedom, they aren't totally unrelated since information on you can be used to restrict your freedom, but they aren't the same thing. I'm not saying privacy problems should be ignored (even if they don't involve infringements on freedom), just that its a different problem.
