1. People on Medicaid got a lot of something for absolutely nothing.

2. People on Medicare in past have received an inordinate return on their $ investments into the program.

3. The Government mismanaged the payments into Medicare by adopting the Ponzi scheme mentality of having future "investors" pay for early and previous "investors" whereby the early and previous investors received inordinate returns on their investments to create the appearance of a very successful program to allow the Ponzi to continue with new investors. Medicare benefits should have always been capped at a realistic level to keep the program sustainable, but such caps probably would have endangered the program many many years ago, as people would have been unhappy with their low but sustainable returns on investment.
