As I understood Napolitano on Fox the other day these Czars may advise only. They cannot make decision or issue orders. The president can only delegate power to Cabinet members.

You better know it. Always wandered who supports David's operation. My argument with him was over his support of open borders. He's changed since then. His diagram of various interlocking radical left organizations financed by Soros is a revelation.
