The fact that the pimp and prostitute were interacting with more than one ACORN worker in each office is indicative that it is representative of the institution as a whole. If they went into the Baltimore office and one worker gave the advice on the down low they could argue that it was a rogue employee. But the fact that the ACORN workers freely interacted with each other about the topic makes it very clear that they do this kind of stuff all the time.

It could then be argued that it was just one office that went rogue....except for that pesky Washington DC tape where the ACORNies did the same exact thing.

Pretty clear that we were seeing an institutionalized philosophy.
