the Newseum is on Penn ave and that shot is down that way, but there are too many trees and no stop lights. It looks shopped.

look at this map of PENN ave and look at the width of the road(all concrete) and the trees. Where are the cross streets

This picture could be real, something don't look right, but it could be the angle. Anyway it's only 4 blocks and that would show 10s of thousands not 1.5 million
