It seems to me that there is only one useful measurement of energy consumed, and that is GDP/quad. I've never seen that measurement used.

Airlines use pax-miles/$, and transporters use ton-miles/$ to give them a measure of efficiency and productive use of their resources.

So, as a nation, we should see how "good" we are by measuring how much GDP we can produce per energy unit, not get into the weeds with what sector we might think "deserves" more energy.
