I'm guessing that Grandma and Grandpa Obama were Barack Sr's parents and not her's. And being natives of Kenya, probably didn't see the immediate benefit of having their new grand son have anything other than a kenyan birth certificate.

Now....Grandma Dunham may have recognized the value of a US citizenship, after she got the call from the remote village that didn't have phones or after Grandpa Obama made the 200mi roadtrip to nairobi to make the phone call or after Mama Obama (say that three times fast) makes the 4 day flight to hawaii (remember, it's 1961 and I doubt that there were any direct flights to the US then, let alone direct to Hawaii, hell there was probably only one flight per week out of nairobi to europe back then).

And then....Grandma Dunham calls the hospital and by her word alone, the hospital creates a birth certificate and the birth announcement is published in the honolulu advertiser.
