In the kenyan born Obama reality, I think we can rule out Option A in your list.

If it is Option C, then there is testimony needed, not just a phone call to the hospital. They also required evidence. and if he was born in kenya, there would be no evidence supporting his birth in Hawaii. We can rule out B.

So you are referencing Option C.

Which states:

if the Lieutenant Governor was satisfied that a person was born in Hawaii, provided that the person had attained the age of one year. (See Section 57-40 of the Territorial Public Health Statistics Act in the 1955 Revised Laws of Hawaii which was in effect in 1961).

So, since it has to be Option C in the birther reality, would a call from Grandma Dunham to the Lieutenant Governor be enough to convince him that the kid was actually born in Hawaii?

Item 2 would not apply as it may allow a birth certificate to be obtained for those born outside of the territory or state of Hawaii, but that doesn't mean that the birth certificate would say that they were actually born in Hawaii.

Show me an airline ticket for Obama Mama flying from Nairobi to anywhere sometime in August 1961 and I would start to believe. Show Records from Immigration & Naturalization showing Obama Mama leaving Hawaii in July 1961 or coming back sometime in August 1961....then you might have something.
