Why isn't retiring at 51 because you can depend on health insurance paid for by taxpayers an example of the "weasel factor" and "riding for free"?

I think he can make a case that he's well enough off to be paying his fair share as a taxpayer, ergo isn't riding for free.

The only ones who ride for free in the US are those who don't pay taxes or pay enough in taxes to cover their share. In the US that's at least three quarters of us. No clue what the ratio of payers to free riders is in Canada.
