But Asian companies like Keppel and Sembcorp from Singapore with Brazilian yards should be in the running?

By tender I assume they mean a solicitation for bids? The big question is how long will this process take before the orders are awarded to the winners.

With the size of these contracts, I would think it would take the rest of the year at a minimum.
