I'm not sure what you mean by that. If you mean another million dollars spent on those program so what. If you mean an additional million people would be on those programs, that;s very unlikely. They have to cut back employment either way, but they could operate and employee people in bankruptcy without a bailout. The main effect of the bailout was to help the unions take less of a hit, at the expense of the bondholders.

In any case the car companies don't employee anywhere near a million people. And yes figures of several million get tossed around for the whole auto industry but that includes companies that make parts which don't only go to American manufacturers and it includes people working in auto related industries which would still be around even if say GM disappeared completely. People will still have cars that need to be maintained.
