"Exactly what instruments were used, how close we were to a lock down, etc.....I'm surprised the banks and futures and options markets remained open during the melt, might not be the case in the future. That'd blow, have illiquid assets in a brokerage account."

Futures and option market work very well, except for total market meltdown. Back in 87' I called a bank in Australia for a margin call and it was wired same day. As for this meltdown Banks had no money to do this, as I understand it.

Banks lost confidence in doing business with other banks, in the futures market this didn't happen. Brokerage Accounts for futures might also be insured????

Maybe this helps?
