Maybe, but that wouldn't be Colin Powell. He is no longer a Republican, though he calls himself that. A RINO maybe, but he is even disliked by many RINO's.

I dunno. All the attempts I'm aware of have been top down, and have failed. Not only have they failed, but then they've disappeared. I think it's time to try bottom up.
