the shot down Penn ave is good, but look at sully's photo, the crowd doesn't go down to the white tent, there some people on the stone paths but they are tourists, remember sept is a big tourist time in DC.

look at what a small % of the mall just going to 3rd street is.

also remember that big tent is another group who got a permit for the mall, so that's a whole other group there. You can't count them. In fact I think 3 permits were given out that day for use of the mall
