Unlikely. Much more likely he is talking about the methane in the permafrost. Which tend to be released when it melts.

That is methane hydrate! Also from the bottom of the sea floor.

Methane chlathrates are different. And hardly restricted to the Arctic.

Thats another name for methane hydrate. Geologists dissagree with the hyping GW fanatics.
