I don't know. That's why I added the caveat, "or so it seems." Clearly the plan is to eliminate the subsidies. Beyond that, I don't know.

1st question is which legislative proposal

I only know of one proposal documented as an actual bill. I thought the rest were just sketches. But I'm not on top of this so there may be others.
