"The July 4 Bicentennial celebration drew about a million people - pre- Metro - and the extra traffic added hours to a normally half hour drive."

I went to that, we went down GW Parkway, basically that highway shut down about 5 miles from DC. everyone just stopped or pulled over on the grass and watch the fireworks though the trees.

Like you said that was pre metro and the roads were shut down. On 9-12 there were no traffic problems and metro ridership was basically average for a Sat.
