you are splitting hairs.

Governments have RULE SETTING powers. Indeed, governments do have a monopoly on "force" in developed democracies. I know, an L. faction led by Murray Rothbard firmly stands up against this. Frankly, I couldn't care less. I want the bandwidth problem solved - preiod.

another oddity - you seem to be content with everything your "invisible hand" deals you. Almost "fatalistic".

Usually municipialities do not charge operateros much for use of right of ways - it's in their interest to become attractive as a favourable location for businesses.

It's clear your leanings are against "managed competition". However I cannot and do not want to wait my lifetime until we get the 3rd network (a competitive neutral network) into our home. And I'm glad that the vast majority of the public finally came to the same conclusion.

It's true that power companies might have an inclination to construct such a network but when ?

accepting rents is certainly something that sets our views apart. I can live with this for sure
