If you wanted to say he conducted approximately 900 inspections of approximately 550 sites, it would have been easily understood by people with logical minds. You would like your statement to mean what you wanted to say, however you expressed it ass backward and of course poorly. Your statement was a complete mathematical expression that can only mean one thing.
