Buying social peace with food seems to be a worldwide choice. Since 4.000 years ago when the Pharaohs controlled the crops in the Nile delta and distributed the food to the population.

Obesity is a major problem among Maori and Pacific people in NZ. This guy is a good example. It has no connection to the Helen Clark quotation, though. It isn't clear what point you intended to make, if any.
