Each is arguing for greater coverage which means greater expense.

Not really. Most of those arguing against a government plan with rationing, are primarily arguing against a government plan.

Many of them are also arguing for having a choice of what your plan covers, and against a government determined plan of either extensive, or more limited coverage.
