they ain't* financing practically the whole of Pakistan's educational system --- hundreds of Madrassas literally --- because they want to push 'Western lit.' :-)* Even if it was all with the intention of helping Al Qaeda (and a lot of it is not, this funding existed before Al Qaeda) It wouldn't be "funding Al Qaeda". It funding a set of religious and ideological ideas shared with Al Qaeda, and in doing so it helps create a recruitment base for Al Qaeda, but that simply isn't the same as "funding Al Qaeda".
