Missile defense isn't just against nuclear tipped missiles, conventional or chemical tipped warheads can also kill, but of course nuclear missiles are the big threat (the most efficient and deadly bio weapons possible could be a threat up their with nukes, but many would be more equal to the non-nuclear missiles).

Miniaturizing the nukes is a big step, and might take awhile, but so will building defenses against it.
