What we DO seem to know is that the country has avoided a MUCH more serious downturn because of the actions the government has taken.

Know we don't know that for sure at all. In fact with the "MUCH" included in the statement we don't even have a good reason to think its true. It may even be the other way around, when people expect government bailouts and additional regulation, it causes private adjustments to the problem to slow down or be put on hold until the government policies are firmly established, so the adjustments that need to be made to restore growth may be slower because of the government involvement (at least the new or expanded government involvement, I'm not talking about pre-existing government policies that act as automatic stabilizers, I'm also not talking about easy money from the fed, both can make downturns less severe even if they also have their own problems) making the downturn even worse.
