Actually, it was Jimmy Carter who first bailed out the auto industry--Chrysler in 1979:

If I'm not mistaken, under Bush, TARP funds were loaned to automakers. In late December 2008, a deal in Congress failed to pass because of clashes over the union:

No surprise that Obama made sure that the unions made out like bandits.
