Ah. So you admit it.

"It isn't a question of eligibility. You can say they aren't eligible all day long but if you don't have some kind of enforcement mechanism, there is nothing there to prevent these people from receiving treatment. That's the problem."

It is a question of eligibility, though. About the only way they could get treatment is to be on Medicaid or company provided insurance. Now, what company is going to document illegal workers to the point that they would get company sponsored insurance? Especially in light of the fact that is one of the prime reason they would hire illegals in the first place.
