Koan doesn't have a science background. So, he has a lay person's idea of what a theory is. And evolution is a lot more solid than that, which is why he is reluctant to use the word. However, in science, the terms are a lot more rigorous. What most people call a "theory" might not even rise to the level of what a scientist would regard as a "hypothesis". Because, to a scientist, neither a "hypothesis" nor a "theory" is a wild-assed guess, which is what most people label as a "theory".

So when koan calls evolution a 'fact', he is labeling from the standpoint of a non-scientist. And that is pretty accurate.
