The key point is "collected and disseminated" not "imposed across the board", there is a huge gap between the former and the later. "Incentivized" is somewhere in the middle. Modest, occasional, carefully chosen incentives can make sense (they can in some situations be done right, even if I don't have a lot of confidence that this will consistently happen), but two many incentives, or very strong and poorly chosen ones, become "central planning light".

It was also interesting to learn how Mayo is sort of a special case with a different paradigm, and I understand that was the main point of your post.
