No, I don't. Perhaps a tad of oversight and reporting like you get from the BLS but not regulation. The feds need only make sure things are working. That's for everyone's comfort level.

You think the current stuff is confusing to the average citizen?

I think that car insurance is pretty straight-forward WRT the state regulatory role. I don't see why health insurance would be any more confusing.
