You are proposing a certification program for health insurance? Are you being intentionally dense? I was talking about the model by which that program, a voluntary program, was established through cooperation among the various players. No law was needed. No command and control was needed. The various government and industry players got together and set it up and it happened. The result was cleaner appliances and clearer consumer information. The same thing could happen with health insurance.
