I would definitely add Woodrow Wilson to the list.

It is funny how perception changes over time. One would think that Nixon would make the list...but he actually did have some good points.

FDR
Wilson
Carter

Not sure where I have Clinton on the list....but definitely bottom 10.

yeah, wilson, hoover and others. but that's why i just tried to list the top three. it might be interesting to list the worst presidents with details as to why. it would be educational for me i'm sure.
