The states are the "command and control". If you take that away you have to replace it with something.

I'm not taking away the states' regulatory authority. I'm avoiding federal regulatory authority. I'm also setting up some voluntary collaboration and oversight of that voluntary collaboration so that the states don't each need to reinvent the wheel and set up a comprehensive set of detailed regulations, only regulate that which the collaborative national process doesn't cover to their satisfaction, which may differ from state to state. For example, if that national policies don't cover acupuncture, Nebraska can put that in its state regulations. But Nebraska doesn't have to deal with emergency coverage because that will already be in every policy at the national level.

Delegation and distribution are important concepts in setting up systems and organizations. Micromanagement from the highest level is onerous and counterproductive. Surely you can see examples of that in your own office.
