That's not the point. The point is that there are multiple ways to keep them from doing that. You see only one.

The insurance racket is not a kids soccer team.

Like my Energy Star example, where I was illustrating the process of establishing a cooperative program, not recommending a certification program for health insurance, I was trying to convey to you how oversight works without regulation. I was in no way comparing the insurance industry with a kids soccer game. You either don't understand some of these systems concepts or you are refusing to listen actively to a different paradigm. I was trying to give you a simple, everyday illustration of how oversight occurs without regulation. I gave you securities self-regulation as an example in another post. The securities business is at least as scary as the insurance business. But we regulate only certain aspects and allow the industry to self-regulate the rest with oversight. It's not perfect but it's effective enough and much more cost effective than doing it all from the top.

YOU don't have to spell it out. You need only assure that it is satisfactorily spelled out.

Even the military is using less command and control now. It's really old school.
