I think you are mistaken in assuming he was referring to the US Constitution. Not aware of any guarantee in MY Constitution to funding for ACORN.

I'm unclear where in the Constitution Rep. Nadler is finding the right of a nonprofit organization to receive funding from the US Treasury.
