Interesting proposition and worth considering further. In the US the police tend to have control over community crime, even to a point where we could criticise them for over doing it in some circumstances. Some other countries are under the control of violent criminals, where the police are often a corrupted, or an ineffective part of that agenda.

In many countries there is no difference between military and police. If you bring in an international force of world police it is pretty much the same thing. In addition you have the problem chooseanother has been highlighting of mercenaries who offend the local culture by their licentious debauchery, adding another level of problems to the existing situation, and potentially driving the locals to side with the criminals within their midst against the foreign offenders.
