I don't remember too many HOV lanes in Northern VA, but I do remember when I-66 inside the Beltway used to be HOV-only.

Could it because Hov is a hip hop rap star? I can't find HOV in eubonics except that. However it may be a redneck phrase as short for Haunch Of Venison.
