The employers aren't doing that. It's up to the illegals to get their own fake papers. But exept for a few who just happen to make up a number that fits them, hispanic, about the same age, and the same sex, they cannot provide this. They have extensive networks to provide them. I think you are thinking of a case years ago where a government SS worker was providing numbers to a company who had several factories. I think the Bush administration cracked this and don't think it was that typical.
