Or possibly just confused (he IS easily confused, after all). People who choose Part D choose a plan that has the medications THEY need. If they happen to need one that is outside the ones provided by their plan, they have to pay for it themselves until the next year when they can choose a new plan. I assume that is what bentway is confused or lying about.
