Obama admin purposely chose less stimulating projects this year which kept many people unemployed. Gains will be made next year with increased spending and better projects. This move at the expense of people was done for party gain. That is bad government.

Everything Obama does and has done is for political gain, including the way in which he handled the stimulus.
