Something that can't be made from commoditized components or created using standard practices.

An interesting take on the term. Applying that definition then would limit high tech products to novel devices and software being created in research labs, or bespoke, one of a kind systems available only to entities with the wherewithal to pay for them, such as the DOD. In other words, bleeding edge and -- by virtue of its rarity -- expensive stuff.
