The big nuclear threat is a small weapon (10kt) delivered to a US city by terrorists. And that threat is huge, and could happen at any moment. It isn't that complicated, and to me what is amazing is that it hasn't already happened. You don't even need a substantial terrorist organization to do it anymore.

But that doesn't mean you just sit back and watch proliferation without trying to stop it and you sure as hell don't kill of SDI to weaken your defense against a conventional missile attack.
