Unify the budget, for starters. The SS "trust fund" is a complete myth.

They have been treating it as a unified budget...you want to make it official and fuzzy things up even more I see.

Once the accounting is taken care of, we can find honest ways to fund whatever benefits we want to preserve to those who need it the most.

We know what and where the shortfalls are...what's the problem?

You mean "un-unify" the budget. SS was treated separately until Johnson created the 'unified budget' during Vietnam to hide the cost/budget deficit. The deficit spending over the last 9 years is actually much worse than the headline number.

But if SS truly has a net outflow in '10 and '11 then SS will actually make the deficit look worse.
