Insane as it seems now, as we and Russia draw down, we will have to begin to bring all the other nuclear players down as well. It's fairly crazy that Israel has as many nukes as Great Britain now. This may require some coordinated hardball by us and Russia.

You don't understand the terms of NPT, obviously. In effect, anyone who now has nukes has a sovereign entitlement to them -- India, Pakistan, any of them.

The model for controlling proliferation in today's environment is Libya. The Bush administration, first by taking out Saddam, then through a series of intense negotiations, carrots and sticks, got Libya to voluntarily give it up. Of course, Obama's weakness has re-emboldened them, so it is unclear where that's headed right now.
