Thus far it would appear to be the later... since the number of troops scheduled to be withdrawn from Iraq theater greatly exceeds all the extra commitments (actual to date, or planned) to Afghanistan.

To my eyes, anyway... the recent increase in Afghanistan looks almost exactly like the blip upward on the chart for the 'Iraq surge'... which came shortly before the steady draw-down in Iraq commenced.
