We both know "the rules" are for public consumption. But, it is hard to satisfactorily side step the implication of, "was meant to help insure that minority students became editors of The Law Review" isn't it? Sort of speaks for itself, I'd say. Ah yes, my perceptions are intra-cranial; but, I would suggest your denial is FRONTALLY based -- folks tend to recognize what they want to see. Not a bad thing -- simply the case. :^) As you say, "not a single mandated quota or guaranteed slot anywhere within sight" -- Now why would that be?
