I think that's a good thing. US health insurers play that role, too. Perhaps they could do so more strongly. There is a key difference, though, between the market, that is, private insurers, doing it and the government command and control doing it.

Blue Cross is not for profit, at least in some places. I have long suggested making insurers not for profit as a way to get down costs. You don't need the government to do the job to knock out the profit.

As for lower wages for doctors, squeezing wages is only one way to reduce the cut of the doctors. Doctors could, for example, be focused on lest costly alternative treatments, for example, reducing cesarean sections. The doctor earns less, the birth costs the insurer less, but you haven't artificially squeezed the doctor's wages by government fiat. You've changed the market.
