As I originally responded, calling a person liar opens you to the charge. The facts speak for themselves.

They do speak for themselves. So if somewhere in there you find the "fact" of a mandate for granny to submit to this consultation, as claimed, please highlight it in some way.

The language you quoted defines what comprises a qualifying consultation for purposes of Medicare. ("the term ‘advance care planning consultation’ means")

There are two conditions specified for something to be a qualified consultation.

First, it must include the elements that follow. (those "described in paragraph (2)")

Second, any previous consultation would usually have been at least five years ago. ("the individual involved has not had such a consultation within the last 5 years")

Otherwise it's not a qualified consultation [so it wouldn't be covered].

That's all it says. It tells us what a qualified consultation is. Nowhere is the consultation mandated, most certainly not in the language you posted. The assertion that seniors are mandated to submit to one of these consultations remains a lie.

The bill is written in English. I should not have to translate it.
